Mission
To promote best practices for animal welfare in Eaton County, MI, by encouraging the spaying and neutering of dogs and cats, advocating for and seeking to improve conditions and outcomes for impounded animals, educating the public on responsible pet ownership and reducing the number of adoptable dogs and cats being euthanized in Eaton County.

H.E.A.R.T. is organized exclusively for tax exempt purposes set forth in section 501(c)3 of the Internal Revenue Code for charitable and animal welfare purposes. We have our endorsement as a non-profit corporation by the State of Michigan.
We have our IRS 501(c)3 and are tax exempt!

H.E.A.R.T. does not operate a shelter or animal care facility, nor do we have plans to do so. Our committment is to promote animal welfare in our community through special programs and to improve conditions for shelter animals.

Specific goals of this organization are to supplement animal welfare in the Eaton County area in the following ways:

To provide assistance to lost and homeless animals;

To establish a medical fund for Eaton County animals, including
those at Eaton County Animal Control;

To improve conditions for shelter animals;

To educate the community regarding responsible pet ownership, which includes spay/neutering pets, preventative veterinarian care and preventing animal cruelty;

To network with and assist other non-profit animal welfare
organizations;

To sponsor and conduct special programs and fundraising events;

To seek grants;

To pursue other activities consistent with promoting the welfare of animals, while remaining within the guidelines of an IRC 501(c)3
organization.

H.E.A.R.T. is an all-volunteer organization. With no paid staff, every dollar that is donated goes directly to animal welfare resources.

H.E.A.R.T. is not a political organization, but as individuals with a common interest, its leaders sincerely believe that attending public meetings and interfacing with public officials regarding animal welfare is responsible citizenship. As citizens of Eaton County and the State of Michigan we do keep track of government deliberations, decisions, policies and operations that affect animal welfare. However, H.E.A.R.T. will not contribute funds to any politician, political candidate, political campaign, political party or other political entity.

H.E.A.R.T. Background

In March 2008, three of us attended a Public Safety meeting and asked what we could do as Eaton County residents to help Eaton County Animal Control. A task force was set up. Numerous hours were spent gathering information, touring the Eaton County Animal Control Facility and several other animal control shelters, and reviewing the current operations at Eaton County Animal Control.

This was the Sheriff Response to Task Force

The Eaton County Sheriff issued an order in May 2008 to stop selling animals to research institutions.

The task force recognized that, in order to find good homes for the animals at the facility, the public and rescue groups need to see what animals are available for adoption. Photos of adoptable animals started being posted on the Eaton County Animal Control website.

Friends of Ingham County Animals (FICAS) donated Kuranda beds for every dog kennel.  Cats now have litter boxes and kitty litter that have been donated by FICAS, Mid-Michigan Cat Rescue, HEART and private donations.

As of this date ECAC continues as an animal CONTROL and not a SHELTER.
